Answer:The pedal controls the speed. You turn it on, the wheel will not move. Press down on the pedal to whatever speed you want and it will stay at that speed until you adjust the pedals position again.

Answer:This does come with one bat. It is a very nice wheel. I have just used the one bat. I usually just slide my pieces onto a piece of particle board to dry.
